PM² goes outside Europe with the European Security and Defence College

The PM² community of users is getting lager every day

The European Security and Defence College and the Department for International Police Missions of the LAFP NRW, are organising a 5 day course on the use of the European Commission’s PM² Project Management Methodology in support of CSDP Missions and Operations.

The European Security and Defence College is an EU body that provides EU–level training and education, in the field of the Union’s Common Security and Defence Policy (CSDP)

This course aims to address the needs expressed in the annual CSDP lessons reports, following the creation of Project Cells in the CSDP Missions. Its primary focus is to increase the efficiency and effectiveness of the missions by providing a widely acknowledged methodological approach that can be used to manage the projects being run under their auspices.

The course will equip participants with all the necessary knowledge, skills and reference sources to help them understand, tailor and effectively use the PM² Methodology both for the management of their projects, but also for effective reporting and smooth communication with the numerous project stakeholders at various authority levels.

The European Security and Defence College has incorporated hands on PM² training programmes in its curriculum and has been quite active in PM² awareness and dissemination activities.

During the training, the Critical Success Factors (CSFs) of project management will be discussed and participants will be able to understand how PM² can help manage them. 

By concentrating on experiential training through a mission-specific project scenario, the attendees will gain hands-on experience, while at the end of the course they will have the opportunity to apply the PM² best practices.

In the context of the blended learning approach, the residential course will be preceded by a preliminary e-learning session, where key PM² methodological concepts will be analyzed.

The course is designed around short and larger workshops and can be delivered in any environment, with or without the use of technological infrastructure.

This PM² course follows a zero-slides approach.

ESDC’s initiatives to further promote the use of the PM2 methodology for the benefit of the CSDP Missions and Operations has a positive impact as it:

  • creates awareness of the methodology to the local communities (hosting the missions or operations), as in most cases, they are the ones managing the delivery of the various projects
  • transfers knowledge and builds the skills necessary to use the PM2 methodology to the various Projects Cells of the CSDP Missions and Operations
  • takes the PM² methodology beyond the EU borders
  • promotes a tailored made training scenario that helps participants identify the solution to their needs through the implementation of the methodology
  • incorporates FPI’s needs as captured in the respective FPI Manual for Strategic Planning, Project Management, Monitoring & Evaluation and Reporting.

The specific programme is being run for the second time.

The European Security and Defence College has demonstrated its appreciation for the PM² methodology and its advantages in many cases and is really active in disseminating it.

Mr. Nicos Kourounakis, Co-Author of the PM² Methodology and Founding Member of the PM² Alliance, will also participate as a keynote presenter for the second time, sharing his insights and valuable experience.

Training audience

This course is for civilian, military and police personnel from EU Member States and from CSDP missions/operations, as well as personnel seconded from third countries to CSDP missions, personnel serving in missions/operations supporting structures either within the EU bodies or at Member – State level and personnel from Partnership Framework Agreement (PFA) countries, on a case by case basis.

The course will take place in Bruehl, Germany from 30/3/2020 to 3/4/2020.
