Regional School of Public Administration (ReSPA) Adopts PM² Methodology through European Academy In-House Training

In September 2023, the Regional School of Public Administration (ReSPA), based in Montenegro, partnered with European Academy to deliver a comprehensive in-house training course on Management and Coordination of EC-Funded Projects: The PM² Methodology. The two-day interactive session took place at the Warwick Brussels Hotel, gathering participants from across the Western Balkans, including representatives from Bosnia and Herzegovina, Albania, Montenegro, and North Macedonia.

The course was facilitated by Dr. Danijela Ćirić Lalić, an experienced EU-funded project management specialist and certified PM² professional, whose expertise provided participants with a deep and practical understanding of how to apply the European Commission’s PM² project management methodology in the context of public administration.

Strengthening Public Administration Capacity Across the Western Balkans

This accredited PM² training, delivered by European Academy, a PM² Alliance Affiliated Training Provider (ATP), focused on helping participants enhance their project planning, coordination, and implementation skills in line with European Commission best practices.

The first day introduced the PM² governance model, key project planning principles, and an overview of EU project management methodologies, while the second day delved into execution, monitoring, impact assessment, and certification pathways.
The programme included a variety of interactive components such as workshops, case studies, and structured Q&A discussions, allowing participants to contextualise PM² practices to their institutional environments.

Advancing Regional Collaboration and EU Integration Readiness

Beyond its technical focus, the training provided a platform for fostering regional cooperation and mutual learning among Western Balkan public administration professionals.

Participants explored how adopting the PM² methodology can improve transparency, efficiency, and cross-border collaboration, reinforcing the collective capacity of the region to manage EU-funded initiatives effectively.

Dr. Lalić’s sessions emphasised the importance of aligning national administrative practices with European Commission standards, equipping participants with actionable strategies and ready-to-use PM² artefacts, including the Project Charter, Business Case, and Work Plan, to strengthen institutional project delivery.

A Step Forward in Capacity Building for EU-Funded Projects

This collaboration between ReSPA and European Academy highlights the increasing recognition of the PM² Methodology as a unifying framework for public sector project management across Europe.
By empowering administrative bodies in the Western Balkans to implement standardised, Commission-endorsed practices, this initiative supports the region’s ongoing alignment with EU project governance standards and its broader European integration objectives.
