Malta’s Research Agency Adopts PM² Methodology through European Academy In-House Training

As part of Malta’s national initiative to strengthen capacity in managing EU-funded projects, Xjenza Malta, the government agency for research, innovation, and science communication, hosted an intensive PM² Methodology training delivered by European Academy, a Certified and Affiliated Training Provider (ATP) of the PM² Alliance.

This PM² in-house course, held between the 7th and 8th of July 2025 in Kalkara, equipped participants with all essential knowledge, skills and reference sources on PM², the European Commission’s official project management methodology, ensuring that Malta’s public sector teams are fully aligned with PM² best practices and Horizon Europe project governance standards.

Why PM² Matters for Public Sector Excellence

The PM² Methodology, developed by the European Commission, provides a common and transparent approach to project management, offering a unified framework for EU institutions, agencies, and beneficiaries.

For Xjenza Malta, implementing PM² represents a strategic commitment to professionalising project governance, improving accountability, and ensuring compliance with EU-funded programme requirements.

Throughout the two-day session, participants learned how to:

  • Apply the PM² project lifecycle to EU-funded initiatives
  • Develop key artefacts such as the Business Case, Project Charter, and Work Plan
  • Use the RASCI model for stakeholder and role assignment
  • Manage risks, change control, and quality assurance
  • Conduct project closure and extract actionable lessons learned

The programme combined theory and application, emphasising how PM² tools and templates can be integrated directly into institutional workflows.

Delivered by Certified PM² Experts

As an accredited PM² Alliance ATP, European Academy delivers all courses through officially certified PM² instructors, including trainers with European Commission experience and authors involved in the development of the PM² Methodology itself. This ensures participants receive authentic, standards-compliant instruction, aligned with the PM² Alliance’s certification and quality assurance framework.

Certification Pathway: From Learning to Professional Recognition

Following the course, all participants received PM² Essentials certification exam vouchers, enabling them to obtain a formally recognised credential. This pathway allows professionals to validate their expertise, strengthen organisational capacity, and contribute to the broader adoption of the PM² Methodology across Europe.

A Model for Building EU-Wide Project Management Capability

This collaboration between Xjenza Malta and European Academy underscores the growing demand for certified PM² training within Europe’s public sector. By investing in staff development, Xjenza Malta is advancing Malta’s readiness to coordinate Horizon Europe, Erasmus+, and other EU-funded projects effectively and transparently.
