Advancing Public Sector Project Governance: PM² Alliance at GR digiGOV-innoHUB

The PM² Alliance delivered a key session in the frame of the GR digiGOV-innoHUB Weekly Forum on Wednesday, November 26, 2025. The event is part of a strategic dialogue series coordinated by GRNET under the European Digital Innovation Hub for Digital Governance, which connects public administrations, policy experts, digital innovators, and academic stakeholders across Europe. 

Promoting the PM² Methodology: Simplicity, Structure, and Scalability 

Our session began with a presentation of the PM² Methodology, the official project management framework of the European Commission. Designed to meet the specific needs of EU institutions, member states, and EU-funded projects, PM² offers: 

  • clear governance structure with defined roles and responsibilities. 
  • Practical processes and artefacts adaptable across sectors and project types. 
  • A modular, lightweight structure suitable for both small and complex initiatives. 

PM² Alliance representatives emphasized that PM² is more than a technical toolkit — it is a strategic asset for public sector organisations seeking consistency, transparency, and results in their project delivery. The Alliance also presented its efforts to democratize access to the methodology by expanding awareness, training, and certification options through a global community of practice. 

Extending PM² with a Sustainability Focus 

To reflect the shifting priorities of the EU policy landscape, the PM² Alliance also highlighted its involvement in two key projects that integrate sustainability and ESG principles into the PM² framework and the broader project management profession: 

SPM² – Sustainable Project Management through PM² 

SPM² represents a significant evolution of the PM² methodology. The project equips public institutions, HEIs, and training providers with resources to embed sustainability directly into the project lifecycle. Its core deliverables include: 

  • A dedicated SPM² Guide aligning project management with environmental and social goals. 
  • curriculum framework that can be adopted by universities and vocational providers. 
  • Micro-credentials and digital badges based on sustainability-focused project roles. 
  • digital resource hub to support adoption and practical implementation. 

By bridging methodology and policy, SPM² helps organisations operationalise the European Green Deal and the Sustainable Development Goals (SDGs) within their project delivery frameworks. 

ESG4PMChange – Advancing ESG Competencies in Project Practice 

This project takes a systemic approach to embedding Environmental, Social, and Governance (ESG) thinking into project management education. Rather than adding ESG as an afterthought, ESG4PMChange develops the structures and training tools to position ESG as a core component of project leadership. Highlights include: 

  • A pan-European gap analysis across project roles, sectors, and educational systems. 
  • Development of an ESG curriculum and training modules for HEIs and VETs. 
  • Deployment of Living Labs where participants test ESG-aligned approaches in real-world project scenarios. 
  • Recognition through standards-based micro-credentials and open-access learning materials. 

Together, these two initiatives extend the relevance of PM² into areas that are increasingly strategic for public authorities and EU funding beneficiaries. 

Strengthening the PM² Community Across Europe and Beyond 

The GR digiGOV-innoHUB event brought together an influential audience of government representatives, project officers, research administrators, and innovation leaders. The Alliance used the platform to engage with new partners, encourage local adoption of PM², and support capacity building.
